The Affordable Housing for Families in Need program focuses on homeless families and provides affordable housing to those in need in 21 of the units on the Home Start campus on Riverside Avenue in downtown Roseville.
Families reside at Home Start for one year, then continue under Home Starts case management for an additional year upon successfully moving into permanent housing. The Home Start facility has a Learning Center, child care room, and 27 units providing transitional housing to homeless families. Major components of Home Start's program include transitional housing, case management, budgeting, life skills training, counseling, permanent housing placement and follow-up.

All referrals will be accessed by VOA through the Placer County Coordinated Entry System via Connecting Point. The referrals will be reviewed and placement will be determined by vulnerability scale and unit availability. Roseville Home Start is the only non-profit Placer County transitional housing program that serves families exclusively. Home Start transitions homeless families into affordable, sustainable permanent housing and self-sufficiency, through a system of housing and support services that is comprehensive, flexible, accessible, and accountable. Roseville Home Start's goal is to provide hope to homeless families, by assisting them in their move to self-sufficiency. They provide a safe, stable, drug-free, violence-free environment for children to live with their families. Major components of the program include case management, budgeting, life skills training, therapy and permanent housing placement.
Free Rehab Centers
My children had to see families get kicked out with little children in the pouring rain, crying that they had no where no go. If you leave or get kicked out & all you have is $200 to survive off of, she will use that money to pay off things on their credit & give them no money to live off of, just to stick it to them. The concept of the program is wonderful, alot of amazing volunteers, but they really need to get a new director or that place will never be a successful place for homeless families to go to better their families lives. Our council-manager form of government combines the civic leadership of elected officials with the managerial experience of an appointed city manager.
Families are able to reside at Home Start for up to one year and receive case management for an additional year. Home Start serves homeless children and their families. The Family Emergency Housing program provides intensive case management and housing placement services. The program provides 5 individual units serving family sizes from 2 to 7.

Beyond all else, we are a service organization, and we are here to serve our community. In furtherance; Halfway Houses, Transitional Housing, and Substance Abuse Treatment Centers for the most part charge a fee. Most of the substance abuse resources we provide are low cost, Medicaid or sliding scale fee.

Home Start is the only non-profit Transitional Housing Program and Shelter serving homeless children and their families in Placer County. These families include the chronically homeless, mentally ill, substance abusers, victims of domestic violence, teen parents, the disabled, and the general population. After losing my job & having nowhere to live, my children & I moved to Homestart. I agreed to the budget program which gave no details but we were desperate. Let me make it clear I had no drug or alcohol issues & have always worked until that point. The director treats everyone there like second hand citzens, she is very demeaning & CRUEL.
This program is not a nomadic emergency housing program. Regrettably, we are unable to allow pets onsite. Accommodations will only be provided upon review.
Home Start Inc. affordable housing for families now has a waitlist to receive referrals. Volunteers of America Northern California and Northern Nevada has expanded its services in Placer County, California through its collaboration with the City of Roseville. VOA now manages Home Start Inc. and has completed the renovation to the Home Start campus in Roseville to enhance its ability to address the problem of homelessness and provide access to services needed by the Home Start clients. Ideally located, Roseville provides first-rate services, competitive costs, solid long-range planning and an educated, growing population. Many Transitional Housing programs are subsidized and are income based. Income based transitional housing generally charges 30% of your income for rent when you do have income.
